On November 6, 2022 is a new legislationentered into force in Belgium that regulates indoor air quality in publicly accessible, closed spaces. This includes fitness centers, residential care centers, schools, cinemas, shops and other places where people are in enclosed spaces. Who is covered by these obligations?
All publicly accessible closed spaces are covered by this legislation. This includes:

Air Quality Monitoring: Continuous monitoring of air quality, for example by measuring CO₂ levels.
Air Duct Maintenance and Cleaning: Regular cleaning of air ducts, air groups and grilles to optimize air flow and quality.
Periodically Replacing Air Filters: Filters must be replaced in time to prevent the accumulation of dust, dirt and other harmful particles.

What Does the New Legislation Mean?
The update includes specific CO₂ values and obligations:
Maximum CO₂ concentrations: Under normal circumstances, the CO₂ concentration in living areas should not exceed 1,200 ppm, with a target value of 900 ppm. In the event of an outbreak of respiratory infections, the limit is lowered to 900 ppm.
Ventilation plan and report: Residential care centers must have drawn up a ventilation plan by December 31, 2025 and submit a ventilation report by December 31, 2026.

The WZC and CVK type 1 that were recognized on July 1, 2024 or that will be recognized for the first time between July 1, 2024 and December 31, 2024, must have a ventilation plan by 31 December 2025. A first ventilation report must then be available no later than December 31, 2026.
